The Challenge

What we were called in to solve.

The state needed to deploy a precision spray program for an invasive-species mitigation initiative funded by USDA pass-through dollars. Federal funding required NDAA-compliant equipment.

Most spray-drone vendors in the market are Chinese-origin (DJI, XAG) or use Chinese components in critical systems. The state needed a contractor who could operate, document the supply chain, and survive a USDA audit — all under a tight set-aside procurement timeline.

The Approach

How JMJ engineered the engagement.

JMJ won the engagement via 8(a) sole-source procurement, mobilized a Hylio-based NDAA-compliant spray fleet, and supplied the NDAA documentation packages and Blue UAS framework alignment.

We operated under JMJ's Part 137 certificate while transitioning the certification to the state, and integrated satellite-based remote sensing for outcome verification. The program is now in year three.
